Hi Jackson,
Passback ads are nothing but third party ad tags, as the name indicate these ad tags are used for avoiding blank ad display from the server. These tags are an alternative approach when the server fails to load ads. And yes, these tags can be monetized just as every ads based on impressions and clicks.
