In general, the third-party ad tags monetize every impression, clicks, etc. When our server does not hold any ads to display, these third-party ad tags are displayed instead of displaying the blank ads. These Pass Back ads are also meant to be Zone specific third-party ads.

Yes, Pass back ad tag also works based on the pricing model and delivers the ad when the floor price is less than or equal to the campaign rate.
