Advanced advertiser signup and Billing system

What we want to be able to accomplish is this
Advertiser can sign-up on website
Advertiser can upload graphics
Advertiser can pay for impressions/clicks
Billing system
It looks like Billing System Integration (with Publisher payment UI) BILN3/BILA3 may work for us. But I need to know if the advertiser will be able to sign-up and upload their banner ads.

We can provide Advanced Advertiser sign-up with all permissions.

Here advertiser can upload his banners, edit or delete his banners.
If you need this for PayPal else if you don’t need any payment gateway we can make for you.
Billing System Integration (with Publisher payment UI) is suggested.
